A Strategic Partnership Agreement (SPA) has been signed between the Department of Public Health Engineering (DPHE) and ITN-BUET to establish an Online Learning Management System (OLMS) — a milestone initiative aimed at modernizing professional training and capacity building for DPHE officials.
The signing ceremony took place on July 23, 2025, at the DPHE. Mr. Mir Abdus Shahid, Chief Engineer and Prof. Dr. Rowshan Mamtaz, Director of ITN-BUET, signed the agreement on behalf of DPHE and ITN-BUET respectively. Mr. Ehteshamul Russel Khan, Additional Chief Engineer Engr. and Mr. Alauddin Ahmed, Project Manager of ITN-BUET, served as witnesses to the agreement.
The OLMS platform is designed as a central digital hub for hosting mandatory and elective training courses for DPHE professionals. It will enhance accessibility, efficiency, and regularization of staff training and onboarding— ensuring continuous professional development for public sector employees throughout the country.
The event was graced by distinguished representatives from both the organizations including Md Abdul Kaium, Project Director (DPHE), Md. Shafiqul Hassan, Co Chair of CWIS FSM Support Cell, Mahmud Kabir Chowdhury, Project Director (BCISP, DPHE), Md Anwar Eusuf Superintending Engineer (DPHE), Fahim Hasan Sirajee (DPHE), Abdullah Al Muyeed, Chief Operating Officer (CFSC), Sanjoy Mukherjee, Social Development expert (CFSC), Rakib Uddin Ahmed, Senior Information & Documentation Officer (ITN-BUET), Kazi Amin, Knowledge Management Specialist (ITN-BUET), Qazi Aniqua Zahra, Project Officer (ITN-BUET), and Tasnim Hoque, ICT Assistant (ITN-BUET).
This agreement marks a significant step forward in institutionalizing digital learning for public DPHE professionals. It will enhance accessibility, efficiency, and regularization of staff training and onboarding—ensuring continuous professional development for DPHE professionals throughout the country.
Speaking at the ceremony, Prof. Dr. Rowshan Mamtaz stated, “We are all part of a historic moment as DPHE embarks on this digital journey. This system will modernize training, making it more accessible and efficient for everyone involved.”
Chief Engineer Engr. Mir Abdus Shahid added, “This platform will be extremely valuable for DPHE. It will not only support essential staff training but also streamline the onboarding process for employees.”
The OLMS initiative marks a major step toward strengthening institutional capacity through digital transformation. ITN-BUET will guide the system setup, develop and upload initial training content, and provide initial technical support, while DPHE will be responsible for the platform’s ongoing operation and maintenance. The system will enable DPHE to deliver accessible, high-quality training nationwide. This partnership paves the way for long-term collaboration in digital learning for the public health engineering sector.
