The publication highlights the importance of addressing integrity challenges in achieving Citywide Inclusive Sanitation (CWIS), which ensures sanitation services for all city residents through diverse systems and providers. Integrity failures, often overlooked, hinder service delivery, infrastructure upgrades, public health, and gender equity. The Water Integrity Network (WIN) collaborates with ESAWAS, DPHE (Bangladesh), and ITN-BUET to analyze these issues and strengthen regulatory mechanisms.

The synthesis report, “Regulating Urban Sanitation to Prevent Integrity Failures,” focuses on addressing integrity challenges in Citywide Inclusive Sanitation (CWIS). CWIS aims to meet the comprehensive sanitation needs of all city residents by integrating diverse systems (sewered and non-sewered) and providers (public, private, household, and informal vendors).

This report focuses on the steps taken to regulate the urban sanitation sub-sector in Bangladesh and the integrity risks and failures that persist. The effective regulation of the urban sanitation sub-sector is vital in ensuring high-quality, reliable and equitable services and accelerating progress towards universal coverage.

The CWIS Action Plan (CAP) uses the ABCD-IME approach, focusing on awareness, planning, and implementation while ensuring responsibility, accountability, and resource management for effective sanitation services.

This manual aims to enhance the gender sensitivity and inclusivity of DPHE officials in their responsibilities, particularly in the implementation and monitoring of WASH projects.

To advance and incorporate the CWIS approach in both Bangladesh and Nepal, ITN-BUET, in collaboration with key stakeholders in the sector, is working towards establishing a total of eight cities as CWIS mentor cities. Of these, six will be located in Bangladesh and two in Nepal.

This document provides specific details regarding Faridpur Paurashava as a CWIS Mentor city.

ITN-BUET initiated a “Specialized Training on Faecal Sludge Management in Cities: An Element of Citywide Inclusive Sanitation” targeting the engineers and officials from Paurashavas and relevant government implementing agencies. In the meantime, the global concept on CWIS took a constructive shape, and became ready for dissemination to the local level sanitation implementers

The manual emphasizes the importance of incorporating gender considerations in the everyday execution of tasks and in the broader organizational culture. It aspires to root gender equality as a foundational principle in all decision-making and operational processes, propelling change by addressing gender disparities and advocating equal opportunities for all.
