The synthesis report, “Regulating Urban Sanitation to Prevent Integrity Failures,” focuses on addressing integrity challenges in Citywide Inclusive Sanitation (CWIS). CWIS aims to meet the comprehensive sanitation needs of all city residents by integrating diverse systems (sewered and non-sewered) and providers (public, private, household, and informal vendors). However, integrity failures at the city level often impede service delivery, infrastructure upgrades, and gender equity, undermining public and household health.
The Water Integrity Network (WIN) collaborated with ESAWAS, DPHE (Bangladesh), ITN-BUET, and Aguaconsult to analyze these challenges and develop a methodology for assessing regulatory frameworks for sanitation with a focus on integrity. This methodology has been applied in Bangladesh, Rwanda, Tanzania, and Zambia, forming the basis of this report.
The study emphasizes the role of regulators and regulatory mechanisms in preventing integrity failures and enhancing CWIS implementation. Related tools, trainings, and resources are available on the WIN website.
