On the wake of the independence, the Government of Bangladesh embarked upon a massive water supply and sanitation programme with focus on reaching the deprived rural communities. Development partners from home and abroad joined the government in the promotion of the water supply and sanitation situation in the country. Since then the government and development partners implemented a series of projects and programs. The combined effort of the government, donors, NGOs and the private sector has resulted in commendable achievement. Notwithstanding the success, technological, social, institutional, and financial challenges still plague the sector. Projects more often fail to achieve the objectives or fall short of the target. A World Bank evaluation of projects around the globe shows that “80% of unsuccessful projects fail due to poor objectives and misleading or insufficient assumptions… not because of poor implementation”. The stands will gain from improvement in the process of planning.

The Logical Framework Approach (LFA) is a management tool. Often referred to as the LOGFRAME, the method helps teams to achieve their tasks while at the same time nurturing sustainable teamwork and productive relationships. It is used throughout all the stages of a project’s life cycle. Logframe is a participatory planning approach. Its power depends on the degree to which it incorporates the full range of views of all the stakeholders. It enables the project supporters and cynics to develop a plan which they can both support with commitment.

ITN-BUET believes that, application of LFA technique in WatSan development will help projects to achieve their objectives and advance the sector towards sustainable development. In this regard ITN-BUET has organized a three day course on LFA.
