Global experience tells us that the poor performance of public sector has led to a widespread search for alternative approaches and means to increase the wider participation of end users. The term participation is highly relative in terms of degree and most importantly to the context. It is now well accepted that active participation of all stakeholders is a determinant in ensuring sustainability of service provisions in all types of development initiatives particularly in WatSan sector. For better clarification it is important to adequately understand the term participation. It can be explained as a process through which stakeholders influence and share a control over development initiatives, decisions, resources etc. which affect them. The essence of participation is exercising respective voice and choice. Although importance of full scale participation is well recognized, more importance to be given in this respect including proper understanding of the term from conceptual perspective and ways to translate the concepts into realities.

Gender, though a relatively new concept is gaining popularity in the development arena throughout the globe. Ignoring its importance in development may create problems resulting negative impact on the project objective.

The main feature of gender approach in WatSan sector is that it focuses on men and women and reviews the need and possibilities to fully involve both the groups in water and sanitation improvement. Although women plays a major role in the field of water and sanitation, communication and information dissemination towards them in this regard are poor. They have less access to and influence over the decision making processes in households and community level. The constraints may be overcome when conducive gender strategies are adopted for creating enabling environment for the new form of WatSan management. This indicates that all stakeholders should have clear understanding of its importance and relation to WatSan development process.

In this backdrop, ITN-BUET arranges a two-day long training programme on ‘Gender and Participation in Watsan Development’ on a regular basis to propagate the knowledge and skill in this area for the participants from Government Organizations, NGOs and Academic Institutions involved in WatSan development activities.

The main objectives of this 2-day long training course are:

  1. To enhance knowledge on gender concept and gender role in development process;
  2. To assess, plan and evaluate development programmes from a gender perspective;
  3. To understand the approach and methodologies of participation;
  4. To understand the conceptual framework of participatory planning;
  5. To understand the factors promoting community participation;
  6. To understand women’s role in water supply and sanitation;
  7. To assess the need and constraints of women participation;
  8. To understand the policy approaches in WatSan development programme from gender perspective;
  9. To build knowledge base in analyzing development programmes related to WatSan from gender perspective and build strategies to change organizational culture and
  10. To share relevant experiences among participants.

Except for the introduction of few theoretical concepts, the course will follow a participatory mode. It will draw on practical experiences of the participants and include some exercises to clarify it.

This is a course to enhance the understanding of participation and gender approach in WatSan development. The course is designed for persons having minimum graduation degree and those who are working at organizations related to Water Supply and Sanitation both in the technical and social front.

  5. Techniques of Ensuring Community Participation
  6. Gender and Participation in Recent Ongoing Programmes

  9. Gender in Bangladesh WatSan Policy Development
  10. Gender Auditing

ITN Centre has established a Resource Pool of skilled professionals, who act as resource persons for various training courses. Expertise will be drawn from this resource pool to facilitate various sessions of this course.
